If you are playing the singleplayer then you can mod, mod anything you want. But if you are playing GTA Online but in a solo server then I think you can get banned because the solo servers and online are connected. So if you add money to your online character in a solo Online server then there is a chance of ban.

Not exactly true in my case. Trying to launch the game offline forces you to execute from the Rockstar Launcher, which requires an internet connection to play. GTA 5 may be playable offline, but the launcher requires an internet connection to even execute the application.

If you restart your computer with no internet connection, then launch steam (which obviously has to start in offine mode), then launch the game, often it will say "can't contact rockstar servers".
